Canada Softens Rural and Northern Immigration Pilot Application Requirements

Canadian immigration to a rural region is now easier to qualify. Migrate to Canada through the latest Rural and Northern Immigration Pilot Program

Canada's Immigration Minister Marco Mendicino revealed on 14 December two modifications to the Rural and Northern Immigration Pilot (RNIP).

Great opportunity for the skilled workers, for a continuous duration, candidates may not need to have accrued job experience. Instead as completed within the three years before the application, Canada would accept the work experience prerequisite. One year of required work experience for the program is still mandatory, but job breaks don't make someone unavailable to attend the program. This applies to all those, who have already waiting for the permanent residency and have applied for the pilot, as well as all who apply in future. 

In addition, Immigration, Refugees and Citizenship Canada (IRCC) permits applicants from the RNIP who await the decision to apply for a work permit, without being penalized for waiting times, to apply for a work permit. This temporary measure is applicable to people who experience the pandemic process.

Despite these changes, candidates would also have to comply with the RNIP admissibility and software criteria to move through the pilot to Canada. The RNIP provides permanent status for professional employees to some remote areas in Canada. Participating communities can set their own criteria for eligibility on the basis of their local labour market requirements.

“The Rural and Northern Immigration Pilot allow the workers to be in areas we need such as Sault Ste. Marie, Where we need them, "Mendicino said. "We are going to continue our work to ensure that the benefits of immigration are felt across our country in cities and towns."

In the pilot there are 11 rural communities participating, including:

• North Bay, Ontario;
• Sudbury, Ontario;
• Sault Ste. Marie, Ontario;
• Timmins, Ontario;
• Thunder Bay, Ontario;
• Brandon, Manitoba;
• Altona/Rhineland, Manitoba;
• Moose Jaw, Saskatchewan;
• Claresholm, Alberta;
• Vernon, British Columbia; and
• West Kootenay, British Columbia.

The latest steps arrive with IRCC declaring the approval under RNIP for the first permanent residents. Alexander Nangpukin Likilasua and Brilla Mercy Kunjumon are practicing as licensed nurses in Sault Ste. Marie.

"In our hospitals and long-term care homes, newcomer groups have played an outsized role during the pandemic," Mendicino said in the press release. "Approximately one out of every four practical nurses in Canada—such as Alexander and Brilla—and one out of every three of our family doctors and physicians."

Immigrants constitute about 36% of Canadian pharmacists, 39% of all dentists, 27% of all certified practical nursing workers and 35% of nursing aids, as well as similar professions.
Between 2011 and 2016, more than 40% of all immigrants to Canada employed in the health-care industry worked at nursing, residential and home-health facilities.

Maryam Monsef, Canada's Minister for Women, Gender Equity, and Rural Economic Growth, said The recovery from this pandemic will only intensify competition for diverse talent. "Rural and Northern immigration pilot improvements are going to create jobs in rural Canada, and they will respond to our rural economic development strategy's employers."
